City of Boulder makes transportation about “access” in city code

An overview

Boulder city council has passed an ordinance (8702) to update city code to supersede a previous definition of traffic engineering that was centered on cars to state that the practice now must prioritize efficient and equitable access to destinations (July 24, 2025).

The code continues to include cars but says it must be centered on a multimodal approach that prioritizes human benefit.

The update also requires traffic engineering to now recommend strategies for land use that improve efficiency and effectiveness.
